Personal Bike Rack on Grafton Street - What's the Bylaw?

Does anyone know the bylaw that permits installing a concrete pad and personal bike rack on the strip of grass between the sidewalk and street?  We found this one at 95 Grafton Street, home to a Arlington Bike Advisory Committee member.  Kosher or Overreach?  You decide.
