Why are bicycles allowed on the sidewalks of Arlington? Where are people supposed to walk?

I did not know bicycles are allowed on sidewalks in this town, but now that I know it's OK I will definitely start riding on them instead of the street. Riding a bike where there are no cars to worry about is a much more fun. As for pedestrians, if they would just stay to the right side of the walk there shouldn't be any problems.
